Do members of the royal family need permission to talk to people on the phone?

My friend thinks she is communicating with Prince Andrew. However communication happens only through hangouts, he keeps telling her he needs special permission to talk to anyone on a regular phone line. This has been going on for 5 months. I'm trying to find out if this is true and is there any reason he couldn't just call her on a regular phone.
