select not found and unable to locate package select

I am trying to install Java 11 in Dockerfile according to this article How To Install Oracle Java 11 In Ubuntu, but have some problems while running this line:

select true | sudo /usr/bin/debconf-set-selections shows error:

/bin/sh: 1: select: not found

Try to install select by using apt-get -y install select, it shows:

E: Unable to locate package select

What should I do ? How do install select command on Ubuntu ?

Dockerfile

FROM ubuntu:16.04

RUN add-apt-repository ppa:linuxuprising/java &&
apt-get -y update &&
apt-get -y install select &&
echo oracle-java11-installer shared/accepted-oracle-license-v1-2 &&
select true | /usr/bin/debconf-set-selections &&
apt-get -y -f install oracle-java11-set-default

    That's only half the line - the whole line is echo oracle-java11-installer shared/accepted-oracle-license-v1-2 select true | sudo /usr/bin/debconf-set-selections i.e. oracle-java11-installer shared/accepted-oracle-license-v1-2 select true is a single string that is being echoed to the sudo command. (FYI select is a builtin command in bash - but that's not relevant here.) It would have been clearer if the author of the instructions had put quotes around it imho.
