How the bluetooth connection settings work in GNOME

I am struggling to figure out how the Bluetooth settings options work on GNOME. I am using Ubuntu 18.04. I think this picture will help a lot.



After I connect my phone via bluetooth, I see two options in the upper right menu. One is "Willy's Phone Unman... and the other is under the Bluetooth logo that says 1 connected. Clicking on either of these gives the option to go to "Bluetooth settings" but the one with the reception bars also has the option to "Go to Internet". What does this mean? What is the difference?



More problematic is that when I click the "Send Files" in the bluetooth options, no file open dialog opens. This used to work and I have transferred files via bluetooth before so my question is: How do I send files over bluetooth and what do I do when the normal way does not work



I am also wondering if these types of things are related to Ubuntu or to GNOME?
