transmission-daemon stops responding at all, RPC and HTTP connections time out

So, my server started doing something strange. transmission-daemon will run for a couple minutes, then suddenly all RPC or HTTP connections to it just stop. systemctl status shows the following:

● transmission-daemon.service - Transmission BitTorrent Daemon

   Loaded: loaded (/lib/systemd/system/transmission-daemon.service; enabled; vendor preset: enabled)

   Active: active (running) since Sat 2018-11-17 04:40:12 UTC; 2min 16s ago

 Main PID: 18589 (transmission-da)

   Status: "Idle."

    Tasks: 5 (limit: 4915)

htop shows that all the transmission-daemon processes are sleeping, except one thread which is in disk sleep.

Sending SIGKILL then restarting it via systemd seems to work for a few minutes before the behavior repeats. I am running transmission-daemon 2.92. Rebooting does not help.
