I took an SAT test a while back and encountered this question in the grammar section.



At the fork of two rivers near the settlement was a red star outlined in blue, a symbol historians believe _________ a secret fort - the obvious place that Roanoke's settlers, if facing a crisis, would have moved.



The answer choices are A) indicate B) to indicate C) indicated D) indicating



In my opinion, if the parenthetical "historians believe" is omitted here, "a symbol" would be an appositive to "a red star" and the correct answer should be "indicating". So the sentence becomes "At the fork of two rivers near the settlement was a red star outlined in blue, a symbol indicating a secret fort..." (correct me if I'm wrong though)



But I'm not so clear about the use of parenthetical phrases. So with "historians believe" in its place, what should the right answer be?
