I came across a title saying "How to be a ..." and then thought why it's not written as "How to become a ...". what is the exact meaning of 'be' in for example How to be a millionaire. And if it carries the same meaning as become why not use become itself.

I suggest you look up "be" and "become" in a dictionary, as they mean different things. You can only consider how to be a millionaire once you've become one.
