Can't find a clear answer: CMOS(?) RE: Comma before and after “and” joining independent clause with...

I have not found a clear answer to this question particularly as regards CMOS style. Checked in 17th edition of CMOS and can't find a clear answer either.
That said, should I place a comma before and after "and" in between two independent clauses when the second independent clause begins with a prepositional phrase.
Ex. 1: For Richard, the first post-photographic wave began in 1950, and, before the 1980s, this had become the harsh reality in the artistic arena.
vs.
Ex. 2: For Richard, the first post-photographic wave began in 1950, and before the 1980s, this had become the harsh reality in the artistic arena.
