Ubuntu 16.04 LTS Windows Subsystem 403 forbidden on apt-get update

I am using the Ubuntu Windows Subsystem. When I try to do apt update, the program says that the site is 403 forbidden. I can still access the resources on the site by with my browser. I have tried removing files from /var/lib/apt/lists/partial/. It was empty. The same error appears.

      I am using the Ubuntu Windows Subsystem. When I try to do apt update, the program says that the site is 403 forbidden. I can still access the resources on the site by with my browser.
