I'm looking for a single word that describes something which is freely available, but must be explicitly asked for.



For example:



In order to conserve plastic, straws at this restaurant are _______.



The hotel offers complimentary toothbrushes, but you have to go down to the front desk and request one. The toothbrushes are ______.
