Installing docker on Ubuntu 18.04 fails with Unable to init server: Could not connect: Connection refused [on...

I am trying to install docker on linux mint 19 and following the instructions at https://docs.docker.com/install/linux/docker-ce/ubuntu/#set-up-the-repository.
I see the following error :
$ sudo add-apt-repository "deb [arch=amd64] https://download.docker.com/linux/ubuntu $(lsb_release -cs) stable edge"
Unable to init server: Could not connect: Connection refused
Unable to init server: Could not connect: Connection refused
$(lsb_release cs) resolves to bionic.
From a browser I am able to reach https://download.docker.com/linux/ubuntu.
I have tried searching for this error:
Unable to init server: Could not connect: Connection refused
and I don't see any instance of similar issues.
