I noticed a sentence from an official website of Chinese government
"Liu Qibao stressed to build high starting point and high level new-type think tank with Chinese characteristics". I'm not sure whether high starting point is used correctly here? Actually, what he wants to say is to bring together high-level senior people right from the outset, instead of establishing a training ground for neophytes. thank you
