Laravel creates files and gives permission to root user

When new cache files are created (for example, newly created files in storage/cache) the owner of the file gives permission to root user. I have another user deployer whose groups are deployer and www-data.
After these cache files are created, deployer cannot give permission to these newly created files. Can I make deployer the owner of these new created cache files and how? And are there any security issues with doing so?
