How to change volume controls from [Fn]+[F1]-[F3] to [Fn]+[↑] and [↓]?

How can I change my keyboard layout to:
- change volume controls from Fn+F1-F3 to Fn+↑ and ↓?
- make Fn+← and → change to the previous and next track for music respectively?
