Confused? You've been reading too many political posts on Facebook. But, as to your two examples, they are essentially correct, but they mean different things.

And also they are not acceptable in formal writing, since the conjunction and should join clauses in the same sentence. And even in informal writing, they also need to begin with a capital letter and end with a termination mark such as the period.
