Can't download Ubuntu Server 13.04 32-bit
Tried downloading Ubuntu Server Edition (32 bit) to run in a VM. Because the VM will be 32-bit but the downloading computer has been correctly detected as 64-bit, I had to go to the server releases page instead of just clicking a button. When I did, I encountered a broken link to http://ddj9plya1d2mr.cloudfront.net/ubuntu-13.04-server-i386.iso

Here you go: http://releases.ubuntu.com/13.04/ubuntu-13.04-server-i386.iso
Hope this link works.
Yep, I got it from a local mirror. I was more concerned that the link was broken on the primary site (releases.ubuntu.com/raring) but I see it's fixed now. No worries.
