Error in installing R on Ubuntu 18.04 bionic release

Running the command sudo apt install r-base:



E: Failed to fetch http://in.archive.ubuntu.com/ubuntu/pool/main/i/icu/libicu-dev_60.2-3ubuntu3_amd64.deb: Connection failed [IP: 91.189.88.152 80]


I have tried adding lines to the sources.list
Also tried using aptitude..
Followed the steps on the link https://www.digitalocean.com/community/tutorials/how-to-install-r-on-ubuntu-18-04-quickstart



Can someone help me ?
