Anything Loaded On My Browser Or Played In A Video Player Drags [on hold]

I just installed Ubuntu 19 Mint today and if I try to scroll in my browser, watch a video on youtube or on a player it seems any imaging drags. Ubuntu says my drivers are okay but if I were missing a video driver and Ubuntu misses it, any fixes? I have an HP 21 All In One.
I was told when installing Ubuntu that I was missing a video driver and with how much everything drags I believe it. There is a compatible installation option with rendering which I guess is a safe mode for installing Ubuntu. With videos the sound seems okay but when any video is jumpy that makes it a little difficult to follow the music if you know what I mean.
And since I don't have Windows on my pc anymore it seems everything is so stuck on someone having everything Microsoft. Would appreciate any suggestions.

It's Linux. I've read some problems other people have and believe it might be the 1600 x 900 resolution. How difficult is it to change that? I saw where that was explained for someone with experience in writing code. This is could explain why my pc won't do a normal boot but has to be booted so it can run video in rendering mode.
