Ubuntu 18.04 Bluetooth setting are not remembered after reboot

I have Ubuntu 18.04 installed on my Lenovo ThinkPad p50. If I change a setting like screen brightness and then restart my computer the previous setting stays the same, which is great. The problem is, it doesn't do this for Bluetooth. Personally I never use Bluetooth so I'd like to turn it off to save power. But when I go to the settings to turn it off and restart my computer, it's back on. I was wondering if there's any way to get Ubuntu to remember my settings for Bluetooth. Unfortunately I don't want to permanently disable Bluetooth , I just want Ubuntu to remember my settings. I also found someone with the same problem that was answered but this did not fix my problem.
