The connection was refused by the computer

I just installed VNC using this tutorial on my Ubuntu Server 18.04 LTS 64bit.

Apparently the configuration seems good, infact when I type:

vncserver :1

I get:

A VNC/X11 server is already running as :1 on machine razor-server

then I tried to connect to the server using VNC Viewer which I downloaded here.

I inserted the following ip: my server ip:5901, i also tried with: my server ip:1 and didn't work. I get:

The connection was refused by the computer

Notice that I can access to the shell using Putty, I just have problem accessing to VNC using VNC VIEWER.

Anyone have some hints to fix that?
