Try this sudo apt install mysql-client
If I am correct this will also install a few dependencies.
With the mysql-client-core-5.7
being one of them.
I hope this helps you with your problem.

I dunno, I successfully installed justmysql-client-core-5.7
on my 18.04 LTS machine, so I wonder if there is something else going on for the OP.

If this doesn't work, maybe using the MySQL repository will help? See MySQL apt doc for information.
