can't use nginx in docker

I'm trying to use nginx in ubuntu image in docker.



apt-get upgrade
apt-get install nginx


then this error



Unpacking nginx (1.14.2-1~xenial) ...
dpkg: error processing archive /var/cache/apt/archives/nginx_1.14.2-1~xenial_amd64.deb (--unpack):
unable to move aside './usr/share/nginx/html' to install new version: Device or resource busy
dpkg-deb: error: paste subprocess was killed by signal (Broken pipe)
