What is the difference between 5.5.9-1ubuntu4.22 and 5.5.9?

Multi tool use
Did Ubuntu actually patch the former to close out all CVEs on 5.5.9? And is it safe to run 5.5.9-1ubuntu4.22?
thanks in advance

What is 5.5.9? Are these numbers associated with a software, a kernel, a library? Who can tell what you mean by 5.5.9?

Of course. I am sorry. I am referring to PHP version. I am scanning for CVEs and like to establish if I do not have to worry about CVEs on PHP 5.5.9-1ubuntu4.22

package info can be found via package tools (from CLI if you're comfortable with it), or via packages.ubuntu.com in a browser... Please edit your question and put additional information there (not everyone reads comments & it's far easier to read in a formatted question!). Your given 5.5.9-1ubuntu4.22 is not very helpful - packages.ubuntu.com/… (and I can't use CLI as you may be running a different release of Ubuntu - you didn't specify any)
