My present location is /etc and i am doing yumdownloader vlc it output some error with errno 256 No mirrors to try but same command is working while I execute that same command when my location is ~/Downloads or ~/Desktop.
Why it is happening.?

In order to download/install a file to a location in the root filesystem, you must give the command root permissions by prefacing it withsudo
. Or else use apt instead of yumdownloader like this:sudo apt install vlc
