How to have gnome shell change to the workspace of an app when trying to open an app that is already...
I am using a vanilla GNOME Shell 3.28.3 and I have multiple workspaces set up.
In one workspace A I have a browser running, in another workspace B, I have PHPStorm running, and I have a workspace C in which nothing is active.
If I am in workspace A or C, and try to open PhpStorm through the GNOME shell launcher, it appears as if nothing happens.
If I am in workspace B where the app is running and try to open PhpStorm, yet the app is minimized, it appears as if nothing is happens.
I have two expectations:
the workspace should change from A to B, and the app I tried to open, should be in focus into foreground when it was minimized before.
the workspace should not change, but a new instance of my application should be run. this already happens for application like google chrome
How can I achieve my expected behavior as described in 1? I would not mind a solution like 2, yet it is not my preferred solution.

Which version of Ubuntu are you using? I am using Ubuntu 18.04. I cannot reproduce what you describe to be the problem. I have firefox open in Workspace A, LibreOffice Writer open in Workspace B, and nothing in C. Workplace changes from A to B if I am on A and click on the LibreOffice Writer favorite icon on the Dock. Similarly if I am in B, and click on the Firefox favorite icon, workspace switches to A. Same thing happens if I am in C, and click on something that is open in A or B. In other words, I am experiencing (1).

I tried it with a freshly installed Ubuntu (in a VM). I still can't reproduce it. The default Gnome Shell in both my production machine and the VM test machine is 3.28.2. Did you install the 3.28.3 specifically?
