Problem with extracting file [closed]

I am trying to download figure_skating_assessor_datasets.zip file from https://bartzi.de/documents/attachment/download?hash_value=8a7b6af749bd5aa0d2c2d3ff0725ebca_24 .
when I use unzip figure_skating_assessor_datasets.zip
i get the following error :
Archive: figure_skating_assessor_datasets.zip
End-of-central-directory signature not found. Either this file is not
a zipfile, or it constitutes one disk of a multi-part archive. In the
latter case the central directory and zipfile comment will be found on
the last disk(s) of this archive. unzip: cannot find zipfile
directory in one of figure_skating_assessor_datasets.zip or
figure_skating_assessor_datasets.zip.zip, and cannot find
figure_skating_assessor_datasets.zip.ZIP, period.
When I use jar xvf figure_skating_assessor_datasets.zip
, I get following output :
Ick! 0x64736866
How can I extract this file or can anyone help me to find , what I am doing wrong ?

I went to look at the file you downloaded, and it is an 8 (eight) byte file - I suspect that this is far to small to be the file that you are actually looking for! You should probably contact the person responsible for creating the file, and get the file itself corrected.
