I down voted on a user's answer then years later I decided to up vote the same answer and got that message in the title when I tried. To me the message suggested that I make an edit before I can up vote. I made spelling corrections and it got rejected before I could up vote. I commented that I was trying to clean up my mistakes from before the last suspension and got suspended for the attempt.

Was I mislead or did I misunderstand the message?
I'm not asking what to do about the suspension just if the message is almost telling the up voter to make an edit if they want to up vote?
