Can “God knows what” be considered a fused/free relative construction?
An American Prospect article titled "Trump’s Crumbling Wall -- of GOP Political Support" has this sentence:
The Wall Street Journal editorial board warned that if Trump could invoke emergency powers to build his wall, President Elizabeth Warren could use emergency powers to do God knows what.
Is God knows what here a fused/free relative construction?
If so, I wonder why the what is at the end of the construction instead of being at the start like a fused/free relative word 'what'.
Can you even put 'what' at the start and mean the same thing?:
?...President Elizabeth Warren could use emergency powers to do what (only) God knows.
Also, is there any other fused relative construction that has what at the end?
