Ubuntu 16.10 is the 2016.October release of Ubuntu (Ubuntu release format is yy.mm) and came with 9 months of supported life. This has well since gone, with its intended upgrade path being to 17.04 (EOL), then 17.10 (EOL), then 18.04 LTS. Questions about EOL releases are off-topic here (askubuntu.com/help/on-topic) unless it's specifically about moving to a supported release of Ubuntu, so I'd suggest you move to supported release of Ubuntu like Ubuntu 18.04 LTS (a long-term-support release with 5 years of support).
