Ubuntu 10.10: Startup Applications do not run anymore [on hold]

I have been using this installation for several years now. Sometime in the last few days, something has stopped Startup Applications from running. The applet runs fine but the entries in it are not being run.
This is just with one user account. I have another account in the same installation where everything runs fine.
To see if there was something in the home folder that was preventing the commands from being run, I deleted many of the suspect files and directories starting with dot (.) including .cache, .gnome and .config. They were all recreated but the startup applications are still not running.
There is something outside the HOME folder which is causing the problem. I ran gnome-session manually and it runs all right wit all startup applications being started fine.
