Term/Phrase for implying 'not proceeding any further'

Is there a simple yet concise term or phrase to which a person implies that they do not intend to do business to another person?
Would it be correct to say it's like the opposite of cold email/calls?
Sample relationship include interviewer does not call the interviewee [since, interviewee does not suffice the requirements]; prospect client - vendor; and the likes.
