Ubuntu PXE Installation with preseed fails at step Configuring the Package Manager. no /target directory

I have an Ubuntu 18.04 ISO with some scripts and packages added inside (Installing it from a USB works fine)



When running a PXE installation with preseed it fails with this message:




An installation step failed. You can try to run the failing item again
from the menu, or skip it and choose something else. The failing step
is: Configure the package manager




In syslog I see:




Feb 11 12:55:15 main-menu[345]: (process:7319): chroot: can't change
root directory to '/target': No such file or directory Feb 11 12:55:15
main-menu[345]: WARNING **: Configuring 'apt-setup-udeb' failed with
error code 1




In the shell I can see that /target doesn't exist and /dev/sda1 isn't repartitioned.
