Public IP to local IP Issues

i have a public ip 61.12.83.164:8081



i have a local moodle server 192.168.3.9 intranet based which is working perfectly fine.



the public IP address has been mapped to local ip address.
however when 61.12.83.164:8081 is used it goes and hangs up at 192.168.3.9
