I have used a fresh image and the above command results the message beloW, running on rpi zero w:
Setting up raspberrypi-ui-mods (1.20181206) ...
The desktop has been updated.
To apply the updates, please reboot your Pi,
and then select one of the options on the Defaults page in Appearance Settings.
Unable to init server: Could not connect: Connection refused
(zenity:6874): Gtk-WARNING **: cannot open display:
Processing triggers for libc-bin (2.24-11+deb9u3) ...
What can I do about it?

Possible off-topic question. Raspbian/Debian is not Ubuntu, nor an official flavor of Ubuntu (libc-bin version mentioned doesn't match any supported Ubuntu releases - packages.ubuntu.com/search?keywords=libc-bin)

is not an Ubuntu package. This is a great question for Raspbian support - it's their package.
