Often can't wake/resume from sleep/suspend

I've tried using integrated graphics as well as HDMI over DVI. I'm suspecting the issue is the motherboard. I've tried various combinations of BIOS settings, but nothing seems to help. This happens on both Windows and Ubuntu.
Specs:
- OS: Ubuntu 18.04.2 LTS and Windows 10
- CPU: i7-7700k
- GPU: Asus STRIX GTX 970
- Motherboard: Gigabyte GA-Z170XP-SLI
