how do I get a smooth video stream?

I have motion server setup on a PC using a USB web cam, but the video quality is low, and the stream is laggy. Im just wondering how I can improve the streaming quality to remove the lag, while utilizing the standard video resolution of the camera. The camera is a Logitech C960.
My first question is this even possible with motion-server? I've dug in around the config file, but havent found much that really effects the performance. I have tried increasing and decreasing the frame rates, the height and width, etc, but performance seems to be roughly the same.
If motion isn't a good solution for smooth video streaming, what is?

Is your webcam creating uncompressed video? Maybe you can transcode with FFMPEG before broadcasting.
