How can I make my default workspacess 2 rather than 4?

Ubuntu 18.04 running Budgie
I want to only have 2 workspaces.
Where can I set this up? It keeps reverting back to 4 after I restart.

? Install it, go toorg/gnome/desktop/wm/preferences/num-workspaces
and change value to2

? Install it, go toorg/gnome/desktop/wm/preferences/num-workspaces
and change value to2
