UBUNTU 18.10 RADIUS server login problem (Updated)
UBUNTU 18.10 installed clean. Connection manager shows that connection established. WIFI login page does not appear, as if there was no internet connection. Tried RDP over LAN works perfect. Realtek external adapter - same result. Debian goes without problem. Previous UBUNTU 15 works well.
Tried installing to VMware. Used LAN as bridge - no luck. Directly connected USB adapter to VM - fail.
All above steps - network connection established, DHCP addresses received - internet fails. I am not able to check on another network for those are not available around.
All OS mentioned above tested on the very same hardware. The problem resides in UBUNTU.
I tried UNITY 18.04 - no changes.

I made virtual network with Windows 2008 R2 server as a router with NAT. Connected UBUNTU to this network. Made Win Server logged on to RADIUS server.
Only then I had internet connection in UBUNTU.
BTW windows behind this NAT displays login page, when Server is not logged on, but UBUNTU 18.10 and UNITY 18.04 DO NOT!

Try pinging 8.8.8.8 if you get a response it means you have internet access but probably not a working DNS. If the ping fails check your network make sure your GW is set correctly.
Check your DNS:
vim /etc/resolv.conf
Then add nameserver for example google DNS below:
nameserver 8.8.8.8

ALL working perfectly both on real PC and in VM NOW and BEFORE. I use VM to create different configurations for figuring out what to do. UBUNTU 18 does not do what I want neither on real hardware nor in VM. It might work with 'captiva', but this is not my case.

So let me get this straight, this is a work wireless network that has captiva portal like a hotspot then when you connect i redirects to html page for for user/pass login. Whats your DNS and GW on that network? I know i had issues when the DNS fails to do a lookup i can't hit the login page. Do you have anything else in /etc/hosts file?

What is "WIFI login"?

You connect to WIFI network. Before getting internet access login page appears with LGIN and PASSWORD fields. In my case this page does not appear, thus I do not have internet access

That is correct. This is secure corporate network with limited internet access

Have you looked at https://askubuntu.com/questions/1046321/cannot-reach-public-wifi-login-page-in-ubuntu-18-04-captive-portal-issue ? Another post suggests that trying to visit a page with http rather than https will help they refer to http://example.com/
