Not something I've ever heard of. Do you have some sort of evidence that this is what was meant? e.g. a youtube link so we could watch it and see if we agree that "quarter" was a) said and b) meant cigarette?

It was in one of the episodes in Shameless, I barely remember which season. I guess, you should consider they were from ghetto, south-side

If it was from Shameless, which is a show about meth (the drug methamphetamine), then the quarter was almost certainly referring to a quarter of a gram of meth. This is a standard quantity for the drug, it's enough for a fix. I don't know about the cigarette, maybe the drug dealer was hiding the drugs in cigarettes so he's not carrying obvious baggies of drugs around. A quarter gram would certainly fit into a hollowed-out cigarette.
