weird refresh rate when shaking window using dragging by touchpad

hi everyone im a brand new linux user and no experience in programming but i can follow instructions and fix issues. it is just that i didnt find anyone else having the exact problem with the exact OS.
so i installed ubuntu latest LTS on laptop (teclast f7) and touchpad worked eventough i wasnt expecting it to, possibly due to a kernel update. but when i hold a window and drag it around, i get something that cannot fully be called "tearing" it is just weird refreshing and seeing double. best way to explain this is: in the windows xp days if you didnt install the graphics driver, and tried to drag a window around you see that weird refreshing. but i dont think that my graphics is not installed as graphics performance is good in other areas.
other information that may help recognising the issue:
-video playback on youtube is smooth upto 1080p, but upto 4k on windows.
-touchpad is generally very sensitive in a good way, but misses a lot of taps to click. using libinput, checked.
-when testing tapping on the "settings" test section, i get missed double clicks all the time, single clicks are usually detected. in real useage single clicks are usually missed.
-it seems touchpad goes to sleep after a few seconds of no usage, but couldnt confirm.
-intel celeron n3450, 6gb ram, ssd.
any advice on how to fix this would be appreciated a lot, as i thought i will buy this laptop and install ubuntu and be ready to go. i just dont trust security in windows, coming from mac.
