I'm watching this pool game, and the commentator keeps saying "this does not have to go" whenever a shot is hard.

So your sentence means:
"this is not necessary to go"
I understand the meaning of "have to" and its interchangeability with "must" or "need to" But in the context, it is necessary for the player to pocket the ball if he doesn't want to lose the game. The way I understand this is not necessary to go would be like it's alright if he misses which is absolutely not the case. Every time in the video where the commentator says this does not have to go it's a clutch moment and a hard shot. Also the commentator is not wishing for the player to miss either, since they're biased towards that player.
